The relevance of this topic is undeniable, since it is necessary to determine the dynamics of the development of scientific personnel in various sectors of the economy, to study the problems of formation and change of personnel potential. The article explores the development of human resources in the field of research and development. The number of personnel engaged in research and development is analyzed by main categories: level of education, main sectors of science. The main trends of indicators characterizing the activities of organizations engaged in research and development are identified. According to the analysis, it was found that the general trend of reduction of scientific personnel continues to persist, but the rate of decline is slowing down. The share of employees with higher education engaged in research and development is increasing. Based on the distribution of scientific personnel in the main sectors of the economy, it can be concluded that the share of personnel in the public sector, the higher education sector and the sector of non-profit organizations has slightly increased, while in the business sector it has decreased. The structure of research and development organizations is similar to that of research and development personnel. The main problems of human resources include the preservation of scientific research areas, a significant decrease in the number of personnel employed in the field of research and development, the aging of scientific personnel.
