Dynamics of territorial development of municipal formations in the Udmurt Republic

Local self-government in the Russian Federation provides for independent decision-making by the population of local issues and is carried out in urban, rural settlements and in other territories, taking into account historical and other local traditions. Changing the boundaries of the territory in which local self-government is exercised is allowed, taking into account the opinion of the population of the respective territories. Recently, the problem of the territorial organization of local self-government in Russia has been widely discussed in scientific circles and in the practical activities of local governments. There are opinions that the creation of a vast municipality leads to a restriction of interests and a decrease in the effectiveness of municipal administration in the development of the territory of a municipality. The article presents a positive experience in the transformation of individual municipalities of the Udmurt Republic. The transformation of municipalities in the Sarapulsky district of the Udmurt Republic, by connecting them, made it possible to preserve the availability and quality of municipal services for the population, reduce the cost of maintaining and supporting the activities of local governments, which allowed them to use the saved funds to solve current local problems, including landscaping works.
