The dynamism of Russian law in the conditions of the pandemia

The paper explores such a feature of law as dynamism, the ability of law to develop and adapt to new conditions of society. Operational lawmaking ensures the dynamism of law. This is evident when analyzing the legislative activities of the President of the Russian Federation, legislative and executive bodies of the Russian Federation and constituent entities of the Russian Federation in the context of limiting the spread of new coronavirus infection. The chronology of changes and additions to legal norms related to the restriction of constitutional rights and freedoms in the course of applying state measures to combat the pandemic at the federal level and at the level of a subject of the Russian Federation was examined using the example of the Krasnodar Territory. The Constitution of the Russian Federation established the procedure and conditions for limiting constitutional rights and freedoms, thus securing the constitutional and legal way of adapting the law to the changing social realities. The possibility of implementing the attribute of dynamism of law outlined in constitutional norms testifies to the flexibility of the Russian legal system.
