Discussion problems of forced resettlement of peoples in Kazakhstan and the republics of Central Asia (second half. 1930s - 1940s)

Introduction. The long-term period of studying such a complex problem of historical science, a more comprehensive acquaintance with its source base, which includes many regions of the country, including the places of the new deployment of resettled ethnic communities, the appearance of summarizing works on a designated topic, allows us to turn to the discussion sides of the topic, summarize the points views of different nature and content, makes it possible to exchange views, deduce the true state of affairs in this regard, clarify individual quantitative characteristics, show the evolutionary process as a whole, and existing shortcomings in covering the topic. Methods. Over the past two decades, many scientific works of famous scientists of Russia have been published (V.B. Ubushaev, P.M. Polyan, V.N. Zemskov, H.M. Sabanchiev, S.I. Akkaev, K.N. Maksimov, M.I. Mamaev, J.G. Son et al.), Kazakhstan (S.Sh. Kaziev, Zh. Ermekbaev), Uzbekistan (V. Khan, D. Rakhmankulova, G. Kim, R. Shamsutdinov), in which the scientific base disclosed the process of forced resettlement of peoples and groups in the 1930s-1950s in relation to each of these countries. The works are mainly based on the sources of the state in whose territory the peoples lived under conditions of forced relocation. The work was carried out mainly on the basis of well-known methods of historical research, in particular historical-systemic, informational, representative, etc. Results. The study is based on the data obtained by predecessors. Particular emphasis is placed on issues that are debatable in nature. They, to one degree or another, cause the necessary additional explanations, interpretation. Among such issues are the quantitative characteristics of the ethnic representatives who have suffered and their fate, about the eviction of the population on a national basis, about such concepts as “deportation” and “forced relocation”. Attention is drawn to the question of the role and place of representatives of repressed peoples in protecting the state during the Great Patriotic War, the significance of the territorial factor in the fate of citizens subjected to repressive influences, about the Chechen-Ingush Republic as a subject of law. Other opinions and judgments on various aspects of the problem are also stated. The positions belonging to modern political figures of Ukraine and other foreign states are interesting.
