Volunteering as a practice of active citizen education in the system of state youth policy

The article examines the institutional foundations and practices of civic activity development in the volunteer movement. Based on the concept of citizenship three levels of civic qualities formation in the volunteering system are considered: cognitive, value-motivational and behavioral-instrumental. The institutional practices of volunteering at the present stage are analyzed in the context of interaction between state structures and civil society organizations, in particular, the formation of cultural identity, assistance to people in difficult life situations, patriotic education, the preservation of historical memory, etc. Three levels of interaction between key actors of volunteering development aimed at shaping the citizenship of Russian youth are defined: design and infrastructural support of volunteering; mobilization of public resources and development of volunteer practices; expansion of youth involvement through the popularization and development of volunteer practices.
