The article presents the analysis of the activities of the Russian émigré monarchist organizations in 1921-1924. The research is based on new sources, namely, the VCHK-GPU information service documents. Their data testify significant controversies among monarchists on various socio-political problems. In the early 1920s there were two groups in the Russian monarchist emigration circles - the Paris Party and the Berlin Group - who pinned their hopes on various Western political forces. Nevertheless monarchist émigrés never realized their goals due to serious disagreement and general lack of coordination.
