Accessibility of well-equipped housing

The problem of raising the provision of population with well-equipped housing was actual at different stages of the Russian society development. And it will remain urgent in the nearest future, since Russia lags behind even many developing countries by the level of housing provision and the share of well-equipped dwellings. Accessibility of well-equipped dwelling to most of the population depends to a certain degree on the conformity of the present legislation with the necessity to raise the quality of life of the population. Reduction of the budget funding, imperfection of the crediting mechanisms for support of the people building or purchasing their own dwellings, as well as contradictions between the legally set market principles of the housing policies and the non-market mechanisms of income formation of the most population have exerted a significant impact on the volume of housing put into commission and demand on the housing market, on the level of the population housing provision, dilapidation and wrecking of dwellings, financial state of the housing and communal services, overstating of the tariffs and decline in the quality of services. Prognostication of the rise in the housing provision and the level of equipment to 2030 is given in two versions: the first - inertional, and the second with the account of a radical reorganization of the housing construction with a more active participation of the state.
