Trust in the symbolic space of governance of public policy in modern Russia

The article attempts to trace the relationship between the theoretical concepts of institutional trust, symbolic space and public administration. Taking into account the evolutionary development of public administration the author applies in this study the most relevant theoretical framework nowadays - governance of public policy. The fundamental elements of this concept are partnership and cooperation and it allows taking a step towards a symbolic space and representation of the institutional trust in it. The author draws attention to the internal politics dynamic effects on the subjective perception of one's own capabilities and behavioral strategies. In the light of theoretical models of P. Shtompka, A. Papakostas and a number of domestic researchers, the author addresses the issue of the low level of institutional and rational trust in modern Russia. Finally, the author puts an emphasis on the deep internal inconsistency of modern Russian society. Trust according to the author can be considered as a resource for solving governance problems such as maintaining sustainability in unstable circumstances. This may account for the relevance of theoretical developments in this field of scientific knowledge.
