Municipalities, approximately in the form in which we know them now, arose, as is known, in the ancient world, as a result of compromises that the Ancient Roman state made at a certain historical stage in its relations with its numerous provinces. In addition to the nature of the state, the article examines the reasons that prompted Ancient Rome to grant provinces a fairly wide range of rights, which ensured the relatively successful coexistence of the metropolis represented by Rome and its periphery, which, thanks to the municipal form of government, economically strengthened the empire and, in fact, extended its existence for several centuries, which, in fact, allowed In the future, municipalities will be revived within the limits of Western civilization, and then spread them around the world.
