The decree on the separation of the Church from the state and the school from the Church, published in the newspaper Gosudarstvenny Vestnik on January 23, 1918, called into question the continued existence and status of the Russian Church. All religious organizations are deprived of the status of a legal entity, and a ban is imposed on the teaching of religious subjects. According to it, in educational institutions where general education can not be read and religious subjects, which called into question the educational programs that existed at that time in religious schools and theological seminaries. As early as the summer of 1918, most seminaries in Russia were unable to carry out a new recruitment and released all students who were enrolled at that time. However, attempts to preserve the theological schools did not stop.
