The Yenisei province RKP(b) committee: structure and staff

The paper examines the process of organizational construction of the Yenisei Provincial Committee of the Russian Communist Party of Bolsheviks (RKP(b)) from 1920 to 1925. The subject of the study is the changes in the structure and staffing of the provincial committee that took place in this historical period. From January to June 1920, organizational preparations were made for the establishment of party power in the Yenisei Province: the Provisional Committee of the RCP (b) was elected, the bureau of the committee was formed, the formation of departments began, political and ideological leadership was established over trade unions, foreign sections and communist youth. As a result of the I Provincial Conference of the RCP(b) on June 24, 1920, the Yenisei Provincial Committee was formed. The elements of the committee's structure changed from time to time, the most constant were the affairs management department, the organizational and instructor department, the propaganda department, the women's department, the national sections, and the control commission. The staffing of the apparatus was also repeatedly subjected to transformation. During the first half of the functioning of the Provincial Committee, there was a shortage of responsible workers and, conversely, an excess of technical positions, due to which the norm of established states was exceeded. In 1923, it was possible to staff the apparatus in accordance with the norms by reducing most of the technical staff and increasing the number of responsible workers.
