The article discusses a problem of formation and development of the human capital in the conditions of the global world. The authors carry out an analysis of the cause-effect relationships, the regularities and the tendencies showing up due to the change of the reproduction conditions under the influence of the socialization process, and their impact as the new order factors on the qualitative side of the human capital.
