Factors, formats and vectors of formation of "horizontal" interregional relations in the border regions of western Russia

The article highlights the problems of horizontal relations between the border regions of Western Russia. Basing on the existing approaches to the system understanding of the category of horizontal relations, the author reveals the specificity of interregional horizontal interaction and points out the current general economic, market and institutional factors and problems of its development in modern Russia. Analyzing the statistical data on interregional import and export of key food and non-food products, the research identify the main trends and directions of redistribution and diversification of trade flows between the regions of Russia. Also it points out the most large-scale cases of forming interregional mechanisms of import substitution in the Western border regions in the conditions of economic sanctions. The article reviews and analyzes the sequence and geography of interregional cooperation agreements reached by the Western border regions of Russia, considers the current developing directions and problems of transport and logistics within the formation of the system of horizontal relations between border regions.
