Factors of formation of the cultural space in small towns of Central Irtysh river region during the Soviet period

The article deals with the factors, which determined the formation of the cultural space of small towns in the Central Irtysh River region during the Soviet period, such as: public policy, social image of towns, agricultural focus of their activities, and historical features of their territory. Basing upon specific examples, the influence of the mentioned factors on the towns development is shown. The special attention is paid to the state policy as a key factor.
