Factors and reasons supporting corruption in internal affairs bodies

In Russia, corruption is becoming systemic. Corruption is covering administration structures of the society, increasing dysfunction of government institutions. Corrupt practices are developing; the necessary socio-psychological background is created for forming and manifesting of new forms of corruption, their penetration in "security agencies", including internal affairs bodies. Corrupt paternalism is most pronounced in "security agencies" activities. The factors caused by specifics, goals, objectives and operating environment of internal affairs bodies support the forming of corruption acts and relations among law enforcement officers. The authors determine the reason of low implementation of anti-corruption measures, they cite examples of foreign experience in testing of institutional forms, methods and mechanisms for preventing, countering and combating corruption. The authors conclude that combating corruption and corruption prevention in internal affairs bodies is inextricably linked to the implementation of activities undertaken on social, institutional, organizational, and personal levels.
