Constraints on the output growth of Russian and international small and medium-sized manufacturing enterprises and state support programs

An increased use of the potential of small and medium-sized enterprises in the manufacturing sector is a pivotal task of Russian state industrial policy. The research summarizes the main barriers to the development of small and medium-sized manufacturing enterprises, compares the constraints on the output growth in terms of different groups of companies in Russia and abroad. The basic support programs and measures of Russian small and medium-sized manufacturing enterprises are systematized, the assessments of their effectiveness are analyzed, and the Russian state support practices are compared with the international ones. Based on the results of the study, the author makes the key recommendations and identifies the promising areas of assistance improvement related to domestic small and medium-sized businesses in the manufacturing sector.
