Factors, conditions and trends of development of socio-economic systems of municipalities

In this study, an attempt to describe the most common and influential factors in the development of municipal systems has been made. A general analysis of the conditions for the formation of municipal programs for territorial changes was carried out. The logic of taking managerial decisions that lead to the emergence of tendencies in the field of municipal management is meaningful. Among the most relevant tendencies in the development of territorial systems, the integration of small municipal entities into larger destinations, the formation of territorial clusters within the systems under consideration, and the introduction of project management to ensure the proper quality of development of socio-economic systems are considered. The conclusion about the strengthening of the role of the system of quality management in the creation of equally dynamic territories with signs of sustainable development, taking into account the dependence on the classical theory of cyclic development of the socio-economic processes of the territory is made.
