As an indicator on the basis of which it is possible to assess the level of development of human resources for establishing cooperation, it is proposed to use the indicator of concordance. The conducted studies have shown that at present there is not only a generally accepted definition of "competitiveness of human resources", but also methods for its evaluation. To develop the assessment method in this work, the concept of "concordance of human resources" was clarified, and the main factors were identified.
