Disparities in the confluence of natural-climatic, economic, political, legal, technological, and social factors between Germany and Russia underscore the relevance of examining the extent of their influence on the development of renewable energy in these countries. A judicious assessment of these factors is instrumental in shaping governmental policies pertaining to the alternative energy sector, fostering technological advancements, alleviating electricity deficits, and consequently, ensuring the ecological and energy security of the concerned states. This study reveals that Russia encounters numerous impediments and does not fully leverage the available factors to improve its alternative energy sector. Conversely, Germany adeptly considers all relevant factors for the efficacious development of its renewable energy sector, thereby securing its position as a global leader in this area. The study identified challenges hindering the development of renewable energy in Russia and Germany and outlined necessary measures for the development of “green” energy in these countries.
