The issues of the vertical-territorial organization of state power in modern Russia are directly linked to the problems of improving federal relations. In this regard, there is a need to analyze the pros and cons of the practice of federal construction in our country. In the theory of federalism, from the very beginning, not only political but also great humanistic potential was laid. This form of state structure was developed as a social phenomenon, objectively necessary to improve people's lives. A fully-fledged federative state is organically interconnected with a democratic rule-of-law state. It is necessary to strive not only for the formation of a federal state, but also for the formation of a democratic rule-of-law state.
