Federalism and "vertical" of power in modern Russia

One of the founders of the dichotomous model “politics - administration”, American political analyst Woodrow Wilson, in the article “Study of the Mechanism of Governance”, stated: “The administrative branch is outside the sphere of politics as such. Management issues are not political issues. Although the policy sets the tasks for the administration, it should not be allowed to manipulate the civil servants ”1.
