The phenomenon of deposit issue

The article discusses the issues of transformation of citizens’ money savings into investments through deposit issuance during the period of growth of the key rate of the Bank of Russia. The relevance of the study is due to the growing importance of the activities of deposit stakeholders in the financial market of the country, which is emphasized by the analysis of the dynamics of the volume and structure of deposit investments of individuals and legal entities in bank deposits. The purpose of the study is to find ways to strengthen deposit relations between depositors and banks to ensure the issuance of non-cash money by expanding the long-term deposit base and substantiating the need to regulate the structure of the deposit portfolio of banks and deposit issuance. The study was carried out using statistical data from the Bank of Russia on the volume of deposits of individuals and legal entities attracted by credit institutions in 2022-2024. The research used methods of analysis and synthesis, a systematic approach, scientific deduction and abstraction. The stages of the deposit issue and the cycle of deposit movement of money are considered. The conducted research allowed us to draw conclusions: about the lack of legislative regulation of the issue of non-cash money; about the deposit nature of this issue; about the low quality of the deposit base of credit institutions, which does not allow for long-term issuance; about the need to develop the institution of deposit stakeholders. This necessitates a detailed consideration of deposit relations and the legal nature of this phenomenon. The need to change the nature of social and financial relations of deposit stakeholders is emphasized in order to create a mechanism for regulating deposit issuance in order to improve the quality of banks’ deposit portfolio as a basis for financing the development of the country’s economy.
