Phenomenon of educational internet technologies: economic, psychological and pedagogical aspects of online learning

The article presents the results of studying the phenomenon of online education. The results of the analysis are presented: state policy in the field of open educational technologies; the market of IT-development in the field of innovative educational resources (including online courses and online schools); psychological and pedagogical features of online education. The example of Moodle describes the didactic capabilities of platforms for online education.
