Philosophical foundations for the use of artificial intelligence systems: the experience of China

In connection with the active development and use of «artificial intelligence» in various areas of public life (medicine, education, transport, finance, etc.), developers and users of these systems have faced many ethical and legal problems (violation of confidentiality and autonomy, lack of responsibility, causing harm, etc.). Therefore, government officials, as well as scientists and public figures, make attempts to regulate the relationship between humans and artificial intelligence by adopting rules that establish ethical and legal requirements, norms, and principles for developers and users of AI systems. The article presents an analysis of the Chinese experience in creating philosophical principles for regulating the use of AI systems. We believe that China’s success in developing AI technologies is conditioned among other things by traditional Chinese cultural worldview attitudes, such as a holistic perception of the world, harmony in the relationship betweena human and the world.
