The article considers the multidimensional concept of strategic management, its application in various fields of activity, justifies the types of strategic management, as well as the fact that the concept of «strategy» includes the concept of «planning». Then the main aspect of the strategy is described - the subject of the action itself. It is determined that the theoretical and practical, methodological and technical aspects of the strategy are implicitly «synthesized» in the subject of action, in his behavior. It is revealed what acts as the subject of the strategy. The problem of philosophical and methodological substantiation of the strategy as a form of designing and implementing social interactions between different subjects is solved. Four stages of development of the theory of strategic management are revealed. The problem of the specifics of Russian governance is raised. Describes what determines the strategy development process for each organization.
