Financing and material support of local authorities and institutions of justice in Soviet Russia in 1918-1930's

The article analyzes the financing mechanisms for governing bodies and establishments of justice and the consequences of insufficient funding for the development and effectiveness of these institutions. Material security of local authorities and establishments of justice before and after the reform in 1922, the consequences of insufficient financing of the bodies and establishments to provide law and order in the country are considered.
