Implementation of national projects during the COVID-19 pandemic

This paper examines the impact of the pandemic on the development and implementation of national projects in the Russian Federation. The COVID-19 pandemic has shaped the global crisis in the long term, forcing us to turn to methods of economic recovery after the crisis in 2008. The purpose of the study is to consider the impact of the COVID-19 pandemic and identify the features of the formation and implementation of national projects in the current environment. The size of sources of financing of national projects and their importance in the composition of public finances are shown. The priorities for financing national projects of a federal scale, adopted in Russia in 2018, and developed in three areas: “Human Capital”, “Comfortable Environment for Life” and “Economic Growth”, containing actually 13 groups of projects, were determined. various sources of financing are involved, as the main components of the use of ensuring the development of economic growth, by sectors of the national economy; The possibility of using the financing of national projects as a multiplier is shown. Changes in monetary conditions for the implementation of national projects are reflected, their impact on economic activity and inflation dynamics with corresponding risks is shown. An assessment is given of the macroeconomic situation caused by the pandemic and the corresponding strategy for the development of the Russian economy caused by the need to implement national projects in the context of a pandemic and post-pandemic.
