Financing of medical care as a tool to improve the quality of life of the population in the Republic of Bashkortostan

The analysis of socio-economic indicators of the development of Russia as a whole, and its regions separately, shows that the high or low quality of life of the population depends on the amount of funding. The purpose of the study is to conduct a comparative analysis of the financing of medical care in the Republic of Bashkortostan with the regions-leaders in the quality of life of the population. For the analysis, health and medical care indicators were determined according to the methodology for assessing the quality of life of the population developed by the Agency for Strategic Initiatives. To assess the health of the population, we analyzed the indicators of life expectancy at birth, healthy life expectancy, the proportion of malignant neoplasms detected at stages I - II. An analysis of the implemented programs and regional measures aimed at maintaining public health was also conducted. It was concluded that the amount of funding for measures and the composition of measures to improve medical care, despite the fact that the strategic direction has been defined and is being implemented within the framework of the national project “Healthcare”, the measures themselves are somewhat different. In those regions of the Russian Federation that are in leading positions in terms of quality of life of the population, additional projects are being developed and implemented, and there is also a multi-stage solution to the problems.
