Financial and legal liability as a necessary attribute of the rule-of-law state

Financial law contains a protective institute of financial and legal liability, which differs from common liability measures by special measures and procedures of state coercion. The article highlights some theoretical aspects of financial liability and problems of its usage in practice. Recommendations to improve Russian financial legislation are given.
