Financial support for the development of human capital in the RF

The article reflects the indicators of financing the components of human capital development by the consolidated budgets of the RF in 2019-2021, the dynamics of the share of expenditures of the consolidated budget of the RF related to the development of human capital in relation to the GDP of the RF are established. The main trends in state financing of the reproduction of human capital are established, indicating its insufficiency, which is expressed in the gradual deterioration of the position of the RF in global comparisons. The education sector is the most threatened for the development of human capital of the RF, since Russian education is characterized by such features as administrative overregulation, high level of depreciation of fixed assets, deteriorating working conditions, which leads to the departure of many effective employees from the profession. The negative impact of the above factors reduces the quality of educational products, which, in turn, worsens the training of personnel for the country’s economy. The results of the study can be used by government bodies of the constituent entities of the Russian Federation when developing financial and social policy measures.
