Financing health care in the framework of the fight against the spread of COVID-19

A significant deterioration in the epidemiological situation in 2020 led to an increase in the burden on healthcare and, at the same time, its strength test after a long period of modernization and optimization. The resources of the industry that existed at that time turned out to be insufficient for an active and effective fight against the spread of COVID-19, and therefore the task of increasing healthcare capacities in a short time became urgent, which required significant budget expenditures. In the context of the crisis state of the economy and limited budgetary funds, the issues of rational, targeted and efficient use of allocated funds come to the fore. In the course of the work, an analysis was made of the dynamics of the total volume of budgetary expenditures on health care in the Russian Federation and the regions of the Central Federal District for the period 2016-2020, the existence of a relationship between the level of morbidity and mortality from COVID-19 and the volume of budgetary financing of health care in the regions of the Central Federal District in 2020 was revealed. The study found out that in the first year of the fight against the coronavirus pandemic, the volume of budgetary spending on healthcare in Russia increased by more than 30%, to 4.9 trillion rubles. rubles. In the context of the regions of the Central Federal District, over the past 2 years there has also been a significant increase in the volume of budgetary financing of healthcare, while the distribution of funds is uneven - more than 80% of the total expenditure in the Central Federal District falls on Moscow and the region. It has been established that there is a close relationship between the incidence of COVID-19 and the volume of budget expenditures in the industry per capita, and only a moderate relationship with mortality. This allows us to conclude that the epidemiological situation was not a key factor in the distribution of budgetary funds within the regions of the Central Federal District.
