Financial indicators of the region's economic security as an assessment system element in evaluating the effectiveness of the regional authorities activities (using the example of the Perm region)

Introduction. The analysis of the current practice of assessing the effectiveness of executive bodies of state power indicates that the local and regional levels of the system have not been thoroughly studies and lack interconnection. The present system of indicators is not uniform in methods and does not ensure the attainment of the socio-economic strategic goals taking into account the region’s specific needs, and this makes the study even more relevant. Aims. The aim of the article is to identify financial indicators of the region’s socio-economic development. Methods. The methodology is based on the conducted statistical studies and publications on the methodology for evaluating the effectiveness of the activities of the Russian Federation regional authorities; a proprietary approach has been suggested to the performance evaluation of the executive authorities using the example of the Perm Region. According to the results of field-testing the list of indicators could be improved and supplemented. Results. As a result of studying the whole diversity of indicators of socio-economic development, their multi-levelness and hierarchy, a set of necessary indicators was formed, reflecting both the sectoral activities and consolidated indicators of the specific territories development level. Some of these indicators can be attributed to the indicators of the region’s economic security, having a significant impact on sustainability of its economic growth. Conclusion. As part of this study, financial indicators of the region’s socio-economic development have been highlighted, reflecting the efficiency of using the most liquid resource - regional finance. In turn, performance indicators were identified that can be used to assess the performance of the executive authorities as reflecting the state and dynamics of the regional economy, showing the feasibility and validity of financial resources distribution and use, as well as identifying existing threats and perspective areas in industries. Such assessment activities can promote the growth of socio-economic indicators, which are further translated into improving the quality of life of the population.
