Financial federalism and methods for budget leveling in the regions

Methods applied at the present stage of budget reform in the Russian Federation, theories and world practice for formation of inter-budget relations in federative states are considered in the article. Economic substantiation for budget decentralisation is presented, methods for levelling and evaluating budget policy efficiency are offered.
