The article studies efficiency of the fiscal incentives aimed to balance territorial structure of the economy in Ukraine, emphasizing critical analysis of the Free Economic Zones and Territories of Priority Development. The authors discuss the main improvement areas of the territorial tax allowances, in particular, by development of the industrial estates system.
