Formalization of management decisions companies in the sphere housing and communal services

The implementation of a comprehensive modernization of the housing and communal services sector involves the achievement of a certain set of goals established taking into account specific guidelines and criteria for the development of its enterprises. The inconsistency and multidirectionality of guidelines and criteria for the development of enterprises in the housing and communal services sector often do not allow the use of formalized approaches to develop optimal management decisions. Therefore, along with formal approaches to the procedures for making management decisions in the context of a comprehensive modernization of the housing and communal services sector, it is advisable to use informal approaches. In this regard, the procedure for making management decisions should be considered as a complex multi-stage process aimed at solving various kinds of problems. The article presents an approach to formalizing procedures for making management decisions at the enterprise level based on the use of the utility function and the formation of a composition of criterion indicators with certain properties.
