Budget formation and problems of development of the pension system of Kyrgyzstan

The article examines the impact of economic growth on the Social Fund budget. An assessment is made of structural shifts in the country's Social Fund budget. The growth of the budget surplus is emphasized against the background of a reduction in budget transfers, which is ensured by the growth of social contributions. Particular attention is paid to the problems of development of the pension system, expressed in the discrepancy between paid insurance contributions and pensions, the gap between the average pension and the average salary.It is substantiated that the transformation of the age structure of the population and the growth of the demographic burden will negatively affect the financial stability of the pension system in the future. Taking into account the continued surplus of the Social Fund budget, a conclusion is made about the strengthening of the importance of the state component in the development of the country's pension system.
