Budget politics of the Middle Volga zemstvos in the mid-19th - early 20th centuries (on the materials of Simbirsk, Saratov and Kazan provinces)

In the article the budget politics of Russian local self-government institutions in the 2nd half of the XIX - the beginning of the XX centuries on the territory of the Middle Volga region is analyzed. The problems of finding new sources of income, attempts to change the tax laws in the sphere of trading and industrial establishments are considered, as well as the attempts of the zemstvos to redistribute the burden of local taxes from land and forests onto city immovable property.
