Formation of goals for structural modernization of the Russian economy under sanctions pressure

The relevance of the study is due to the long-term and large-scale accumulation of structural problems in the development of the Russian economy. Receiving significant income from the export of hydrocarbons, large-scale import of modern technologies, materials and equipment in the absence of our own competencies for their production - this situation has continued since the establishment of market relations in Russia. This changed in 2022 with the application of unprecedented sanctions against Russia. The sanctions pressure showed the need to change the structure of the Russian economy in favor of increasing the share of domestic production of products of different levels of complexity. The current study made it possible to generate two maps of the goals of structural modernization of the economy of the Russian Federation. The first of these maps contains a system of goals that does not take into account sanctions pressure. In many ways, these are strategic goals. The second map is based on the first, transformed taking into account goals, the implementation of which will minimize the consequences of sanctions pressure on the Russian economy. The work draws conclusions about the directions of influence of achieving some goals on others, which made it possible to build a hierarchy of goals, classifying them by level.
