Formation of global environmental policy and international regimes of international environmental management: per aspera ad astrum

The article formulates and reveals the concept of international regime in international environmental management, highlights certain elements of this concept, analyzes semantic content of each of these elements. We can consider the following international regimes of international environmental management as already formed: the international regime of control in the sphere of climate change prevention; international regime of hazardous wastes traffic control; international regime of toxic chemicals management; international regime of biodiversity management; international regime of control over some endangered species and protection of habitats; international control mode of the oceans pollution prevention; international regime of desertification control; international regime of the Antarctic ecosystem management; international regime of control over transboundary air pollution prevention in Europe. It is concluded that the sphere of natural resources management has gained some international experience. However, the issues related to the international environmental management are more complicated due to scientific uncertainty, a comprehensive environmental degradation, and the difficulties of adoption and implementation of international obligations of countries on their territories, and in accordance with the hard other states. Therefore it is very important to understand the obstacles that prevent the formation of global environmental policy. Such obstacles can be roughly divided into four types: systemic barriers; procedural hurdles; lack of necessary and sufficient conditions; barriers characterizing international environmental problems.
