The formation of civil and patriotic outlook of student’s youth: competence-based approach

The article discusses the reasons for destruction of spiritual and moral values among youth, presents the priorities of national youth policy. The formation of civil and patriotic outlook of students is advantageously carried out through the educational process in higher educational establishments. We have analyzed Federal state educational standard of higher education in “Personnel Management” and the corresponding basic professional educational programs, approved in Transbaikal State University, the issues of civil and patriotic competencies formation through disciplines of training cycles. It is proved that the category of cultural competences legalizes, formalizes and implements the category of "educational work" in educational process. We have established that civil and patriotic education in higher school is carried out through cultural competence.
