This article analyzes the theoretical basis of formation of the system of indicative management of regional development. Formation of the system of indicative planning of regional development is considered in the context of the transaction costs, coordinating the actions of institutions using the methodology of the new theory of economic systems and system analysis in order to ensure the economic security of the region.
