By the beginning of the XXI century the dependence of the global economy on the scientific and technical progress has significantly increased. The correct choice of the self-developing national innovation system based on the changing external economic environment determines the success of a modern economy. The Triple Helix Model has acquired particular scientific and practical interest. The model describes the organization of innovation systems based on the multi-level partnership: universities (science), business and government. Traditional assumption is that this model is carried out in the advanced economies only. By studying the case of the Chinese innovation system development, the paper presents the evidences that the implementation of the Triple Helix model is also possible in the countries with emerging markets.
