Formation of the institutional environment of the cultural industry in the regions of the Russian Federation

The main objectives of the study are to prepare methodological recommendations for the development and organizational support and creation of an accompanying institutional environment for the cultural industry in the regions of the Russian Federation. Within the framework of this article, we propose a project to create a coordination center - a project office that could become a universal platform that integrates the efforts of cultural institutions - state, commercial and non-profit, as well as individual author's projects. In our opinion, the basis for such activities should be a creative university or a creative association with experience in project activities. The author's vision of the stages of creating a project office, the structure of the project office, its main functions are presented. This article describes in detail the first stage of creating a project office. In the future, we see one of the most effective ways to develop a creative university as its transition to the status of a project-oriented organization, in which an important role will be played by an innovative structure - the project office.
