Development of intellectual rent in Russia and abroad

The article studies the intellectual rent which is a major factor of innovation of the national economy, one of the key sources of income for developed countries. The article considers distribution of the world market of hi-tech products among countries, data on the volumes of the world intellectual rent by costs and economic efficiency, data on measurement of the standard and mass of intellectual rent, and information about the largest exporters of high-tech products. It is shown that the distribution of intellectual rent correlates directly with two factors - financing and performance of science, and Russia’s innovation sector stays behind the USA and Japan, but outperforms other countries of the Asia-Pacific region. The size of intellectual rent depends on the selected model of the innovation process. Intellectual rent is calculated based on the contribution of science in GDP. The range of methods for assessing intellectual rent, that allow to assess return on investments in science at the moment, includs discounting. The conclusion is made about the need for legal establishment of a special institute of intellectual rent, the way of payment (that would comply with a “new economy”) by user or buyer for the currently limited or deficit intellectual resource. Special attention is recommended to pay to fair distribution of rent, taking into account its role in development and support of science and science and innovation activities.
