The formation of elite of indigenous ethnic groups of the Yenisei North by means of centralized higher education

The Institute of the North is the unique phenomenon in the world prac-tice. It was created for adaptation of indigenous ethnic groups of the North to the policy of Soviet power and integration into industrial society. It is dif-ficult to overestimate educational role of this undertaking, i.e. literacy dis-tribution, fight against infectious diseases, the appearance of talented scien-tists, teachers, and artists. Cross-cultural ethnic communication in the Insti-tute was an effective remedy of economic, political and spiritual revival and development of ethnos. At the Institute of Peoples of the North (IPN) the re-search association on creation of writing in languages of peoples of the North and to the creation of educational books in the native languages was approved. In higher education institution children of hunters, fishers and nomads who were on full state providing were trained. The training pro-gram of INS considered specifics of the way of life, traditions and crafts of northerners. Prominent teachers, scientists, researchers were teachers of the Institute; it was finished by many talented people, representatives of the northern people who made huge contribution to the development of econo-my and culture of our region subsequently. In the 1930-s graduates of the Institute of Peoples of the North built Soviet power in the remote areas. In Evenkia it was authorized People's Commissariat for Internal Affairs Uvachan, the vice-chairman of district executive committee Kaynachenok, the chairman of Ilimpiysky regional executive committee Boyager, the chairman of Chunsky district executive committee Sharoglazov and some others. The graduate of the Institute became one of the first Dolgan scien-tists, priests. By 1959 from only one Evenkia 30 people were sent to Lenin-grad teacher training college named after Herzen.
