Forming science, education and production cluster as the basis for innovative development of cross-border regions

The article dwells upon the innovative process taking into account the use of Russian and Kazakhstan cross-border territories'' potential. Spatial ordering the cross-border territories'' science, education and production interaction with specific geographical position of Siberia and Kazakhstan are considered to be the basis for their innovative development. The author suggests that cluster-oriented approach should be applied and offers the model to form science, education and production cluster of cross-border territories and its economic mechanism.
