Formation of a cluster for processing waste from the forest complex based on public-private partnership mechanisms

The article examines the current state of the forest complex of the Krasnoyarsk region. The authors analyze the production structure of the regional timber processing industry. The stability of prices for timber processing industry products of the region with respect to changes in the conditions of the current economic crisis is estimated. The authors conclude that it is necessary to form a cluster for processing waste from the forest complex on the basis of public-private partnership. A Quadruple Helix model, which involves network interaction between the state, society, business and science, has been suggested as a theoretical explanation for the use of public-private partnership model in the cluster formation for forest complex waste processing. The interests of the state, society, business and science, which are the driving force behind cluster formation for forest industry waste processing in the Krasnoyarsk region, were considered within the framework of the Quadruple Helix model. Analysis of the interests of participants in the Quadruple Helix model revealed that the interests of all its participants coincide. Based on this, it was concluded that at present the main conditions for the forest complex waste processing cluster formation have objectively developed in the Krasnoyarsk region.
