Formation of a conceptual model of the project management during research and development work in knowledge-intensive organizations

The article defines the role of science-intensive enterprises in achieving the national development goals of the Russian Federation and ensuring its technological leadership. Based on the analysis of the authors’ approaches to defining science-intensive enterprises, the main criteria for classifying an enterprise as a science-intensive type have been identified, and the characteristics of science-intensive enterprises have been established. The article also explores the features of the functioning of science-intensive enterprises and their role within the Russian defense industry. The article provides a structural analysis of the Russian defense industry by the types of activities performed by its constituent enterprises. The article substantiates the current trends in scientific research in the field of project management. The paper formulates an enlarged goal of project implementation in the field of creating innovative high-tech science-intensive products and formulates the basic principles for applying project management in conducting research and development (R&D). The paper presents a developed conceptual model of project management in science-intensive organizations with a description of the management mechanism based on the use of a classical approach to the composition of its elements, including the principles, methods, and functions of management. The composition of the fundamental principles of project management in relation to the organizations under consideration has been formed, and three principles have been proposed: focus and effectiveness, consistency and complexity, and continuity. In accordance with the generalized scheme of the project management system for conducting R&D, all components of the system have been described.
