Establishing a pattern of local self-rule government in Great Britain: a view back in time

The paper examined the framework of local self-rule bodies in Great Britain that started taking shape from the XIII century. Historical evolution resulted in a complex 2-level pattern of governing established that made it possible to tackle with most problems the local community had faced. Owing to that pattern, the large set of duties have entered within the competence of local government bodies that took into account location specifics with historic cultural and other features typical of the county.
