It is established that the formation of an effective state policy taking into account the real needs of society and the economy is a necessary requirement for the development of national innovation systems. The importance of determining the priorities of innovation activity is due to the fact that the availability of an innovation strategy is determined as a prerequisite for obtaining funding from structural funds for the implementation of innovative projects. It is revealed that the identification of priority areas of innovation activity based on foreign experience will ensure compliance with the basic state strategy of economic development and the innovation strategy of the state, which will result in the full implementation of the country’s innovation potential. It is proved that, based on the priority of the industrial vector of innovative development for the Russian Federation, the creation of a national technology platform, following the example of the EU, is of key importance, which will represent differentiated sectoral associations of efforts (innovation and production networks) of industrial enterprises with universities, research organizations, international institutions, built on the principles of decentralization, bottom-up functioning, mutually beneficial partnership, support for the initiative of all interested parties. In this case, the importance of determining the priorities of innovation activity is due to the fact that the availability of an innovation strategy is determined as a prerequisite for obtaining funding from structural funds for the implementation of innovative projects.
